Policy 2-13 - Superintendent: Qualification, Selection, and Appointment

ADMINISTRATION

A. Title

The school board shall employ a superintendent of schools who shall be the chief executive officer of the school system and who shall serve as secretary of the board and he shall assume all of the responsibilities inherent of that title.

B. Selection Process

The board, by such means as it desires and pursuant to the Code of West Virginia, shall make an active search to find the person it feels can translate most effectively into action the policies of the board and the aspirations of the county.

C. Appointment

The school board shall employ and enter into a contract with a qualified person for the position of superintendent of schools upon the vote of a majority of board members present at a board meeting for which due notice was given of the intended action. This person shall execute a contract to a term of office from one to four years at a salary to be determined by the school board.

D. Executive Officer of the School System

As chief executive officer of the school system, the superintendent is entrusted with full authority for the administrative management of the school system according to the policies established by the board and the laws of the state. He shall have the power to delegate to subordinates such authority as he deems appropriate.
