Matters regarding the management of the school system first shall be discussed with the proper administrator or supervisor and may be brought before the board only after the matters have been reported to the superintendent. However, communication directed to the school board through the superintendent shall be presented by the superintendent or his designee to the board. Any employee or group of employees may at any time, through appropriate channels, appeal a decision of the superintendent to the school board.
