The intent of this section is that the board and its members shall deal only with the superintendent with respect to all matters for which he is responsible. All reports and recommendations to the board from any officer or employee under the direction and supervision of the superintendent shall be made through the office of the superintendent except when otherwise specifically directed by the board. All board directives requiring or authorizing an action by an officer or employee or requiring any report shall be directed to the superintendent.
This shall not preclude board members from communicating with various staff members in areas for which they have been delegated the authority. Informal communication outside the context of board meetings between staff and board members will remain confidential. Recommendations made by staff members should be processed through administrative channels to the board.
