Preston County Board of Education
Policy 1-14 - Policy and Bylaws: Formulation and Adoption of Regulations

SCHOOL BOARD
BYLAWS AND ORGANIZATION

A. Formulation

As prescribed by law, the school board shall delegate to the superintendent the function of specifying required actions and designing the detailed arrangements under which the schools will be operated.

These rules and derailed arrangements shall constitute the administrative regulations governing the schools. They must be consistent in every respect with the policies adopted by the board.

In the absence of applicable policies, the superintendent is authorized to establish needed regulations, subject to later confirmation in policy should the board so with.

B. Adoption

The board itself shall formulate and adopt administrative regulations when specific state laws require board adoption and may do so when the superintendent recommends board adoption in light of strong community attitudes or probable staff reaction or at its own discretion.

The board reserves the right to review and to veto administrative regulations should they, in the board's judgement, be inconsistent with the policies adopted by the board.

Adopted: 1-24-83
