Policy 1-13 - Policy and Bylaws: Adoption, Amendment, Repeal, and Suspension

SCHOOL BOARD
BYLAWS AND ORGANIZATION

A. Generally

The board from time to time shall adopt policies and bylaws and shall cause them to be published.

B. Adoption, Amendment, and Repeal

1. Proposals for policies and bylaws, or for the amendment or repeal of existing policies or bylaws, shall be submitted in writing to the superintendent for consideration prior to a regularly scheduled board meeting at which the proposed policies or bylaws amendment or repeal may be read and discussed. If presented, a vote on the matter shall take place at the next regular meeting of the board. A majority vote of the membership of the board shall be required for the adoption, amendment, or repeal of a policy or bylaws.

2. The board may make exception to the above requirement when, in the opinion of the board, the immediate adoption, amendment, or repeal of a policy or bylaw is in the best interest of the school system. The board may suspend those rules by a vote of five (5) members and bring up the proposal for immediate action.

3. Unless otherwise specified, a policy, bylaw or amendment, shall take effect on the date of its adoption and shall supersede the policy or bylaw previously adopted by the board on that subject. Unless otherwise specified, the repeal of a policy or bylaw shall take effect on the date of the action by the board.

C. Suspension of Policy

If the board wishes to take action contrary to existing policy, it may suspend the policy only for one meeting at a time and in the following manner:
