Board members shall have authority only when acting as a board officially in session or when the board specifically delegates a temporary assignment to an individual member. The board shall not be bound by any statement or action by any individual board member except when the statement or action is pursuant to specific instruction or policies of the board.
The board shall have the authority, under provisions of the law:
(2) To establish appropriate schools;
(3) To close any schools which is unnecessary and to assign the pupils to other schools;
(4) To consolidate schools;
(5) To provide transportation;
(6) To provide at public expense appropriate insurance;
(7) To employ and provide inservice training;
(8) To employ legal counsel;
(9) To provide appropriate uniforms for school service personnel;
(10) To provide at public expense the reimbursement of traveling expenses;
(11) To allow or disallow employees to use publicly provided carriage to travel from their residences to their work place and return;
(12) Any other power prescribed by law.
